Samsung Pay not completing transaction on phone?

so on samsung pay, when I use my penfed visa card, I notice that the card swipe will beep and accept it, but on the phone, nothing happens. the timer keeps counting down, eventually it says retry, and i just back out of the app even though it was successful in the store. therefore no recent transactions ever show up. I used my citi card once, and it completed on the phone no problem. is it that certain cards don't complete?
