Can't download Z5 E6633 from 32.1.A.1.185 to 32.0.A.5.19 firmware.

I've been trying to downgrade my Z5 E6633 Dual from 32.1.A.1.185 to 32.0.A.5.19 firmware. I flash the 32.0.A.5.19 firmware with Flashtool. I don't get any errors and I get the message that the flash was successful. When the phone reboots it still shows it's using 32.1.A.1.185 firmware. I've tried factory reset , wiping cache, several different 32.0.A.5.19 firmwares. They all say they've flashed successfully, but don't downgrade the firmware. I unlocked the bootloader using Flashtool successfully. Then I tried to re-lock the boot-loader. Again Flashtool shows that the re-lock was successful but the phone is still unlocked. Anybody know why this is happening?
